I kinda see your point but not quite.
There are obvious differences between a 24/7 tracker and a face mask but I’m guessing that’s not the point you’re trying to make, and it would help if you would articulate it.
I’m guessing (and this is just a guess, I don’t know for sure) you’re implying that seatbelts were mandated using a proper democratic procedure while the face mask weren’t. That does indeed make all the difference. Trouble is, in my neck of the woods the procedure for both is essentially the same: changes to the Road Codex (like those that introduced mandatory seat belts back when) are made by the Government, not the Parliament, and the masks are mandated by an executive order of the Government as well. The Parliament didn’t even have a formal word in either matter (not that I’m implying that the Russian Parliament is more legit that the Russian Government in any imaginable way, but here in Russia it’s the Parliament that is supposed to be the democratic way of the people to convey their will).
So no, not quite.
